National Apprentice Promotion Scheme (NAPS)

o encourage apprenticeship in India, the National Apprenticeship Promotion Scheme was launched by the Government of India in 2016. Organizations undertaking apprenticeships are provided with financial support by the government.   

The NAPS program was launched by the Ministry of Skill Development and Entrepreneurship (MSDE) to proactively create and increase skilled manpower in India. The apprenticeship comprises basic, on-the-job training at a workplace. NAPS is introduced with a vision to provide apprenticeship training for over 50 lakh youngsters. The main intention of the program is to promote and support apprenticeship culture, by maximizing apprentices’ engagement in the Micro, small and medium enterprises (MSME) segment to build productivity.

Benefits of NAPS for employers

  • Reimbursement of 25% of the prescribed stipend, subject to a maximum of INR 1500/- per month per apprentice to all employers offering an apprenticeship.
  • Up to INR 7500/- is reimbursed per apprentice (including the cost of their training) calculated at INR 15/- per hour for a maximum of 500 hours or a period of 3 months by the Government of India to employers. This is for apprentices who are freshers with no prior formal training.

Eligibility criteria

The Government of India has specified certain criteria and requirements, which have to be met, to be eligible for the NAPS scheme for both employers and trainees.

Rules to be followed for the Apprentices hired: 

  • They are not treated as workers: exempted from ESI/EPF
  • Minimum stipend to be paid to apprentices
  • The number of apprentices to be employed should be within 2.5- 15% of the overall headcount of the organization
  • The training duration should be a minimum of 6-36 months

As an authorized TPA, Alp assists clients/employers/establishments in the following-

  • Submitting an apprenticeship contract on the apprenticeship portal on behalf of the employer.
  • Submitting the claims of basic training cost in case the employer is a Basic Training Provider (BTP) under NAPS.
  • Posting all returns on the portal on behalf of the employer.
  • Submitting reimbursement claims towards stipend to the employer along with the attendance particulars.
  • Complying with formalities required for trade apprentices for appearing in All India Trade Tests for Apprentices as and when required.
